The cloaking effect should have a geometric pattern to it. It's part of the design.
If the effect looks substantially different from this:

then please use F12 in-game to submit a bug report, with a screenshot, and we'll get it evaluated.

I took a few minutes to look up your bug reports. Our process is that after a bug is reproduced, our QA team evaluates the impact of an issue on the overall gameplay experience and prioritizes those that interfere with gameplay above those that are (like yours) minor cosmetic issues.
While it's important to us to correct even minor issues, since our new UI look from Rhea touches so many parts of the game, there are a number of issues that have to take higher priority than yours, and those are getting fixed first.
There's no reason to submit multiple bug reports on this, as the issue is already being tracked as a bug and will be addressed by the team as time allows.

It's not that simple.
Adding a new checkbox requires:
1) Changes, possibly complicated in a particular case, to enable/disable the feature.
2) Planning software engineer time to modify the UI. (Note that even if it's a relatively simple task, simple tasks still require that the engineer mentally "switch gears," plus there's UI design time to figure out where to place the control.)
3) Localization to multiple languages and subsequent QA validation for the localization.
4) QA testing of functionality.
5) Time and attention to tracking the feature, time involved in integrating the related changes into the release branch.
Finally, there are general UI design concerns about mixing performance-related graphics controls with those that are solely to address personal preference, issues with total availability of UI real estate, and making a complicated window more complicated.
To make it into a release, a particular feature or change requires being prioritized against all other possible ways to spend our time, because the list of things we'd like to do in the future is enormously longer than what we can do in any release.
Player feedback matters, but it's neither possible to please everyone, nor is it possible to make all the changes every player requests on the forums.

That's strictly due to the performance impact, so having a switch is not optional. We would not want such a feature to increase our minimum system requirements.

If you're having specific graphic performance issues, please submit a bug report, preferably with a screenshot. Performance problems are so highly dependent on machine configuration, driver choice, and GPU that solving them depends on the details. We do test our features on min-spec as well as recommended-spec machines, but of course you will have to turn down the graphic quality quite a bit to get decent performance on a min-spec machine.

You are free to make a public post about whatever issues you may have had with a manual launcher reinstall in the Issues, Workarounds, and Localization forum. I'm assuming your "CCP Policy" comment refers to the matter of sharing private communications with CCP employees, but that doesn't restrict you from explaining the nature of your problem or what steps you have attempted to resolve it.

I believe that the Shader Quality and/or Texture Quality settings now control lens flare quality as well. There is no separate control.

There should be a new gear icon that's in the top right of your wallet window. Click it and choose "Show ISK cents on amounts."

It would be helpful to get a bug report from the F12 menu using the bug reporting tool for this one, so that we can get a snapshot of your sound hardware and driver situation.
